Training up our child

Right now Asher wants to go outside, and I want to teach him to be neat. So I keep telling him, help mommy pick up the toys, and we will go outside. I start putting the toys in the bin, he helps for a second then dumps the bin out, I walk away and tell him we will go when the toys are cleaned up. We have done this three times now. Are my expectations too high? I don't like discipline and training, they're hard :).
